For matters like these, only the current network Price List is the defining source. Chech the code on this, and if your bill is any different, you escalate the complaint!

That's not a justification. They cannot charge according to the identity of the called party, only according to the type of number called.
As Buzby suggests above, if this charge isn't listed in the price list, they should refund the charge, apologise and ensure either that other customers are not charged in future or amend the price list accordingly.
Ok now ive started to get charged for all 07836 numbers on my Full Monty contract that includes one starting 07836 4 and also vodafone customer service number 07836 191191, have not been charged for them before until this current bill

That's ridiculous. The 0(7)836 prefix is used by the oldest Vodafone customers, in the same way that 0(7)973 is used by the oldest Orange customers and 0(7)956 is used by the oldest T-Mobile (one2one) customers. Vodafone used to have so few customers that 0(7)836 sufficed for all of them before they introduced 0(7)831 and subsequently the many more prefixes they have today.
