This is a Vodafone prefix. I remember a long time ago (20 years maybe), calls to 0(7)836 1 numbers were charged at a special rate from fixed lines, much lower than the very high price for calls to Vodafone mobiles, because this prefix is used for Vodafone customer services rather than for mobile phones. The rationale was that they are fixed line numbers, not mobile numbers, and should therefore be cheaper for the caller.

Over time, the termination rates for calls to mobiles have plummeted, and it's possible that Vodafone's termination rate for calls to these special rate numbers has stayed the same. That's my guess.

If the next part of the number is a "1" or a "9" then special rates seem to apply, all other numbers seem to be regular mobile rates.

Contact CS, I have never been charged for calling 07836 191191 from my T-Mobile phone. It will be a billing error, and they will refund you.

Did you ask them to dial the number for verification?

If they don't sort it ask for a manager call back, it's obvious that the foreign call centre has lost the use of initative and thinking ability of the UK call centres.

It should be a matter of simplicity, it's a Vodafone prefix, it cannot be anything but inclusive.
