I'm intrigued to know how the Ministry of Justice collates these statistics, i.e. how do their systems know it's a PPC who's issued the claim?
And following on from that question, how accurate is their answer to the request - is it possible that there have been more PPC claims than they've stated?0 -

They say that their figures are accurate, barring minor clerical errors such as mis-spelling the claimant's name.

I've done a comparison on the number of requests for help with court claims on the Pepipoo forums, against the same time last year.... And 2013 promises to be a big rise on those figures, yet pofa 2012 and popla were mean't to bring less court cases not a huge increase. The lies by the parking industry and bpa needs to be questioned.
Between 1st April - 17th May 2012: 4 people asking for help with defences.
1st April - 17th May 2013 : 66 requests for help.
That's a 1650% increase, which would suggest the total number of PPC claims for 2013 will be in the region of 10,000.

If those figures pan out then it will mean that out of the ignorers its still less than 1% taken to court. But I think the real reason for this is not the claims its the threat of a small claim, they want to increase the number of payers as its on the slide, as you said its about 50% now paying.
On the 2012 figures did you get a breakdown per ppc going before a judge ? Also are you planning on getting half yearly figures later in the year so we can see what is happening with the number of claims? I don't think it's going to be anywhere near 10k myself.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.

I actually think it will be well over that 10K figure, when I was looking at the "please help" topics on Pepipoo for that 6 week period, the numbers were actually increasing week on week, 2 or 3 a week in early April, but now 6-8 per week on the most recent pages.
We've also got the likes of PE digging up old pre-PoFA tickets, and now Excel are joining the party with stuff going back to 2010.

So much for the lie peddled by the BPA that POFA and POPLA would reduce the number of cases going to court.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

Who decides if this is vexatious litigation? I can't see the County Courts being very happy about this.0
