Lodgers need their own licence because they have their own tenancy agreement, so it is considered a separate property.
This is also why, for instance, if a group of people rent a shared house together under a joint tenancy agreement then only one licence is needed, but if each room has a separate agreement, then a licence is needed for each room.
It is true that the TV licensing website is worded badly with regard to lodgers. It only refers to tenancy agreements which lodgers do not have. I queried this with them several years ago. I would reproduce the answer here but my old laptop crashed and i lost the reply. They insisted however that the following statement applies.

All other lodgers must have a licence in their own name if they have a TV in their room.0 -
Lodgers don't have tenancy agreements. Those are for tenants only. They have a licence (if anything at all). My lodger simply has a room in my house plus use of kitchen/living area etc. The TV licencing agency insists that a lodger must have his/her own licence if they have their own TV in the room.

Lodgers are NOT allowed to have tenancy agreements. They can only have a licence. The following quote is from the Spareroom website which gives guidance to prospective landlords.
Having a lodger in your house is different from renting a property to regular tenants. For starters, you don't use a tenancy contract but a licence agreement.

I was very surprised when I was first told that a lodger needed their own TV licence. I argued with the TV licencing agency by phone and email. I proved that I did not have tenants with self contained accommodation but just a single lodger who shared the house with me. They absolutely insisted that my lodger needed a licence taken out in his/her name.0 -

I have emailed the TV licence authority again to say that the wording of their rules is not clear because of the way that they use the word tenancy wrongly . If I get a reply , I will add it here .
Let us know what they say as I think they are fundamentally misunderstanding the concept.0 -

I have just had a reply from them . I will add it to here later today as I am now using iPod . Reply does not refer to tenancy or lodger at all .0
