How about going up to Cambridge for a day trip and taking her out on a punt?
To be honest, it's the person that makes a proposal special: I got mine in my parents' house getting dress to go out on April Fool's Day. It was a bit of a "how about it", but that's so him and a big palaver definitely isn't his style.

The more thought and time you put into it, the more romantic it is likely to be. Why not make up a treasure trail for her, leaving clues either around the house or the local town, making up little envelopes with clues in leading to you. That way you could incorporate the picnic as that could be where the final clue will lead here.
Anything that shows that you have put time and thought into she will love.
My finance propsed last year, he went out and about an hour later he rang to say he was in town and to come in and meet him, drove into town and rang him, he was at a local spot in the country side, a historical place on a hill that he loves, was dark by then. Got there and there was a trail of tea tree lights lit all the way up to the top of the hill with him on one knee holding out a ring and he asked me to marry him. Was perfect and well thought out.

Ive always said to my OH (well hinted, hehehe) that if hes going to propose I would dream of him doing it in front of Block 9 at Home Park (Plymouth Argyles ground). Its were we met and Argyle has been a huge part of our life ever since. Id rather he didnt spend a fortune on the proposal (well other than the ring:P), instead buy me a nice present
I think doing something to do with a special date is a great idea.

Oh dear I hope that's not started something! It was a nice suggestion with a pet in mind -- we do have a 25 year mortgage commitment so it wouldn't have been an issue! I'm not so sure that our fish would appreciate a kitten though!
I'm maybe now thinking of a nice day out with a nice backdrop etc etc....

I dont know if you'll have ever done this..but it is really romantic.
Drive out into the country, perhaps for 1/2 nights camping. Especially now the early summer is coming this will be lovely. If you can hire (or borrow) a telescope or something, it will make it amazing.
If you are out far enough, no noise from cities etc...the stars can look absolutely amazing. If you have a telescope you can be totally blown away by the craters on the moon or the bright colours of Orions belt. It really is mind blowing and with a blanker, candles, flask of tea to keep you warm i think would be really romantic.
Obviously, you will know if this is her kind of thing or not0
