Need urgent advice over Tenancy/Neighbours

Me and my partner moved into a rented flat 2 weeks ago, had no issues at first but a few days ago my partner took our dogs out to go to the toilet, they were both on leads! However, the neighbours two dogs downstairs were not! And one of them attacked one of our dogs it was totally unprovoked! It was being killed so I had to use very physical force to get it off, luckily after a long struggle I got it off but thought our was dying, we took it straight to the vets and luckily it is still alive!
Apparently the neighbour downstairs had phoned the landlord saying how it was our fault and that I had apparently pushed her and punched her dog in the head! Now I never pushed her, 5 people couldn't get the dog off so I had no choice but to use reasonable or physical force otherwise my dog would have been killed.
Also, the neighbour apparently told the landlord that she would cover the vets bills, however she approached us after we got back from the vets and she's said that she won't pay the bill, also we have found out that the landlord has told her to keep dogs on leads and also he only thought that she had 1 dog when infact she has 2 so she's got dogs their without permission.
The landlord has been very unreasonable he even said he would make her remove the dogs from her property but then went back on it.
Also, after speaking to the landlord about it again the neighbour was banging our front door very loudly in a threatening way!
My dog is terrified living there now and my partner feels in danger being there! So we have agreed to leave the property temporarily but we won't be going back, we think the landlord is in breach of tenancy as he is partly to blame for this.
We contacted the police as the dog is clearly very dangerous and out of control, what if it was a kid? The police didn't wanna know!!!
We just wanted a nice quiet life as we are genuine hardworking people but the neighbours don't work, don't care and clearly do not know how to control their dog!!!
We don't know what to do but we won't be paying anymore rent and we want to know where we stand legally! We definitely won't be living there again that's for sure because we will either be attacked and I fear it will get out of hand!
Also, we have not had working gas since we have been in the property.

This is a neighbour dispute.
It is nothing to do with your landlord.
He is not responsible for your neighbours' behavior. Nor for their dogs behaviour.
Any more than he is responsible for your behavior.
Forget the landlord.
If you have an issue with the neighbors' dogs, contact
* the police
* the RSPCA
* Environmental Health
* your lawyer0 -
Your situation doesn't sound good, and I feel for you. However I do know you should not stop paying your rent. Some one should be along to give you some advice.0

The police won't be able to help because it happened on private ground. They can only take action if a dog attack happens in a public place - blame the law makers, not the police.0

This is a neighbour dispute.

The Landlord has lied several times, has made broken promises and in the tenancy it says not any disturbances to other neighbours, the same will also apply to our neighbour as they have the same landlord.
The police aren't interested neither are the RSPCA a dog warden is one person it was logged with but what can you do when a neighbour doesn't give a dam and think its acceptable that their dog can almost kill another dog for no good reason!
Regardless we aren't going back there, I won't put the safety of my dogs in jeopardy again and I won't have my partner being scared every time she's in the property or struggling to sleep at night, it's not on, our landlord is coming back to us within 72 hours as we have requested that the tenancy be cancelled and the deposit returned although we have said he can keep the rent in advance.0 -

These dogs are taken to the park without leads, only a matter a time before another dog is killed or a child attacked given its very aggressive nature.0 -

Well lets hope the LL is more reasonable than you make out, or you may find yourself with a rather large bil.0 -

As mrginge says, if the LL is reasonable he can agree to your request for an Early Surrender, but he does not have to.0 -
if you haven't had gas since you moved in, that is a disruption of utilities...would that give them an out on their lease, as you should reasonably expect to have gas, electric, water etc`???0

I'd just like to ask you something though......if you had a dog and it was almost violently killed in front of you and the owner didn't care and clearly doesn't give a dam about anyone else and you feared for your safety and the police wouldn't help tell me what you would do?0
