I understand you are hesitant but he is definitely a trusted user, and not a parking company stooge.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.

Don't go straight to POPLA without passing GO (i.e. without further research and showing us your draft first please)!
Just to say there's quite a lot more to a POPLA appeal than you'd think, so please don't make the same mistake another recent poster on here did and rush a weak appeal to POPLA, missing the points that would actually win!
When he followed the weak appeal with a stronger one it was overlooked and the PPC won the appeal. Now that poster doesn't have to pay the PPC and can now revert to 'ignore mode', as the decision is not binding on the motorist - and I do hope that he (Eunos1) will complain to POPLA - but the lesson from that is...get a strong, demanding and challenging appeal in first time!
Did the PPC tick all the boxes to get keeper liability established? Doubt it!

Did they comply in all ways with all points of the BPA Code of Practice; e.g. deadlines met, wording spot on including naming the creditor, all signage clear? Doubt it!

Although it's tedious, take time to compare the BPA Code of Practice with what the PPC has done in terms of dodgy unclear signs, look at the ticket wording, Notice to Keeper wording, procedures/camera maintenance, the deadlines, the gaps between Notices, etc. Does it all match the CoP this bunch of scammers are signed up for? Look for breaches and list those you find.
Like this poster did on pepipoo, perhaps not similar to your case, I don't know, but look what she put together for POPLA after starting off as a newbie poster scared of two fake PCNS! This is a nice example of a well-researched POPLA appeal IMHO:

Much can be made of some BPA breaches and a bit of thought as to what you can suggest in a final summary, that the PPC 'should' produce in their evidence to POPLA - set up lots of banana skins and they only have to slip up on one and POPLA will probably find in your favour.
And have a read of recent winning posts on the 'POPLA decisions' sticky thread (top of the forum), which shows you all the things that people have won on. You can see that the submissions that have won have been very detailed and demanding of the PPC, for evidence, as well as having facts specific to the case.
