Stuff the bin lock DIY project, get yourself some CCTV as a project to do instead. Haven't read any other thread, and as no one has linked it, I'm too lazy to search! BUT this is like mind games, and going by other replies you obviously have neighbour/s that are "problematic"
Night vision CCTV recording film. It's not a few quid, but you can buy a decent system for a reasonable start up cost. When psyco neighbour hangs themselves on it, and it stops you should be able to sell parts on afterwards. Ideally you want front and back coverage, but decent coverage, as in video that looks like them, not some minecraft figure. Just because it's happening during the day time, don't expect it to not happen at night hence go for night vision too.0 -

yes, someone is clearly taking the pee.
Keep a diary of what happens, when with photographs and if you report it: to whom, when, and get a reference number.
If you later have to take formal action you'll need this evidence to show a campaign of harassment.
Get those cameras up asap: invaluable for proof.Unless specifically stated all posts by me are my own considered opinion.

In fact Aileth, it might be worth your registering on there and seeking their advice as to next steps, as stated above, you need to be squeaky clean in all this, and the folks on that forum have been dealing with this for years. A very useful place if you do have 'problematic' neighbours.Good enough is good enough, and I am more than good enough!:j

I feel so much sympathy for you and your OH, Aileth; this is as horrible as it is bizarre.
I do agree that this sounds like some fairly calculated and devious "mind games" campaign. Things like the bins and the heathers - each in and of themselves relatively trivial but adding up to a level of stalker-like harassment. As others have said, if you have all these things in a diary (with photos of the heathers, etc.) they will add up to a clear campaign of nuisance and persecution against you.
It's mad - the chavvie woman sounds positively deranged with an obssession over annoying you. Just horrible.
Best wishes to you; just bide your time. She sounds quite capable of incriminating herself through her own stupidity.
