Parking Charge Notice from Parking Collection Services

Hi All,

I've been reading the forum's advise and hopefully I've got this right.

My daughter works in a pub and the pub has an agreement with a local shop for pub staff, including the manager, to use their customer parking spaces after hours.

She has a written agreement and a laminated card to say she has permission to park. The laminated card is from the shop and has all the shops details on it.

One evening she finished work at 01:00 and found a "PCN" stuck to her windscreen timed at 21:03. The "PCN" states that she parked with "No Permit Displayed". It was.

Now, at first we ignored the ticket but then came the letters (after getting her address from the DVLA), demanding £110.

She wrote back to them with a letter from her employer (the pub) saying she had permission to park,. But still the demands came with photos this time and one photo of "an approved" permit. i.e. one that Parking Collection Services supply.

Now we have a written letter from the owner of the shop stating that she has full permission to park and has been given a permit to display. Using Martin's template letter we will respond as below.

You issued me with a parking ticket on XX December 2012 but I believe it was unfairly issued and I will not be paying your demand for payment for the following reasons:


• The alleged contravention did not occur
Quite simply, the parking attendant got it wrong and I was not parked inappropriately at the time the ticket was issued. This is due to the fact that I have full permission to park there from the land owner and a permit was issued and displayed correctly. Please see attached evidence, a letter of authority from SHOP NAME and a copy of permit to park issued by SHOP NAME as displayed, as proof of my claim.


If you choose to pursue me please be aware that I will not enter into any correspondence and this will be the only letter you will receive from me until you answer the specific points raised in my letter.

    Well if she has permission to park there it's the end of the matter. If they write again simply reply with something like this.

    Dear scammers

    Thank you for your letter/email, I can confirm that I have permission to park at this car park, attached is the proof of this. So there is no liability to your company, if you believe there is I suggest you issue a claim. I have provided a link below as I know you don't issue claims, and you have never been to mcol before.

    Now if you don't issue me with a claim, as we all know you don't have a leg to stand on, I will consider the matter closed after 14 days. If however you continue with your demands I will be using the above link to issue a claim for harassment against you and your agents.

    Take Stroma's advice if they keep harassing you and they will skoot with their tails between their legs. But if you need to do this let us know so that its on record that this private parking company, "Parking Collection Services" are easily seen off. And when they are you could email them this thread. :)

    It's perfectly OK and so is Stroma's version.

    But I can't even see that they are a member of the AOS?

    So they could not have got the registered keeper's data at all, no threatograms would have been sent to the registered keeper.

    Never respond to a non-AOS member.

    Am I right that they aren't members as far as you can see from the 'ticket', never gave a POPLA code when they first rejected a misjudged 'appeal' and in fact only have an address to spam because it was handed to them on a plate in the 'appeal'?

    What a shame anyone replied! But no real harm done, they can't win any court case but the point is, the flippin' ''appeal'' has opened the floodgates to spam just like giving your details to a phishing emailer.

    I don't think these are debt recovery plus/Zenith Collections , what is the link is it directors or that these collect debts for them ?
