Perhaps not dodgy, but very unprofessional. It would take someone with basic HTML knowledge 10 minutes to set up a holding page with some details of the business and how to contact them.
As it is, their web presence (whether they want it or not) consists of a host's parking page with various unrelated ads on it. Not only does it give a bad impression, but it also indicates that they are unlikely to have any major clients as which large companies would deal with such a poor operation.
The company the domain is registered to is an IT company, who based on their website appear to have no involvement in webdesign, hosting or registration. As the site belongs to a Ltd company, I would expect the domain to be registered in the name of that company - anything else would make me wonder whether the domain had been registered by someone else for some sort of scam.
As for the second, I later updated the thread with the following:Looking further more into it all looks fine to me.
Quite clear that the owner used a company to rgeiter her domain:

The whois for this rings true as well as what teh website says. The jobs listed by her are within the remit she states on her linked in and she has history in recruitment. ALl looks well above board for me, inclusive of her linkedin profiel and connections

I agree that does happen and could be the case as the registrar is an IT company, but they don't advertise registration services or similar on their website - although it might just be a personal contact who has done a favour for them.0
