I have worked with this charity in a professional capacity and have found them to be very helpful:

I second this. I work in Palliative Care and find this charity excellent.

That's so sad and I can understand why you feel impotent in trying to help her through her grief. Can you persuade her to keep a diary or journal about her memories of her mum, written down while they are fresh in her mind. This might be more therapeutic than her bottling it all up and if she can keep doing it as long as she needs to, she will have an outlet for her grief. Certainly some more bereavement counselling might help, but does she have any other relatives who were close to her mum (aunts? uncles? close friends of hers?) who could spend a little time with her occasionally and reinforce her memories of her mother. Sometimes having contact with those close to deceased loved ones who can still talk about them and keep the memories alive helps to give the impression that the deceased are not forgotten.

Have you tried Grief Encounter? http://www.griefencounter.org.uk
They help children who have lost a family member and offer meetings/set up days out for kids who have all been through the same thing. Poor girl :(
