I think so, if you send a cancellation request, the buyer could still reject it, leaving you with fees to pay, and they can still leave feedback.
If you do an NPB it will make it a little harder for this buyer to mess people around in the future, as they may be limited to who they can buy off.
The risk is though, that they pay with paypal, then raising the paypal on collection scam risk.0 -

Doesn't matter if transaction completes, if buyer opens not received case with paypal, you cannot prove delivery and WILL lose.Thanks RainbowDrops. Just seen your last sentence - no I would always make sure the Paypal transaction has gone through before letting anyone collect the item.0 -
