Been scammed on Ebay and can't do anything about it

the cheapest is not £6 for a letter and a sig is not required for less than £150 value items.
Cheapest is £6.18 with ISF, the ISF element being £5.30.
The reason tracking was mentioned was to prove receipt. ISF should do this and is cheaper than Airsure. ISF comes with a signature although one is not required in this instance (if it tracks) unlike Airsure which doesn't have a signature under any circumstances.
I suspect Soolin meant tracking not a signature.0 -

Both Ebay and Paypal require a secret answer to a stored question to change a password, don't they? And don't most Email systems have a similar password change security?0 -
When you respond to the claim that the 'buyer' has filed against you, be sure to state absolutely everything that you have done in order to solve the problem. State that you have been asking questions to help them resolve the issue but are getting no response, only demands for reimbursement.
Delivery/Read receipts are notifications that you can get with some email providers (such as old-style 'Outlook') where you could request notification that your email had been read and when. These could have been kept as part of your records and would have shown if he had actually read the email containing the code and then you could have proven that he is lying. However, I have had a window pop up when I have opened an email which asks me if I want to send a read receipt to the sender, so there is still no guarantee that this would have worked.
Unfortunately, Paypal are likely to find against you as they do seem biased towards all buyers and offer little protection to the seller. I would use the DS2 code immediately. That way if he is trying to scam you, he's lost out and you have been able to show him that he picked the wrong guy.

I have no idea if the code has been used. The only way of knowing for sure is if DS2 input the code to see if it still worked, then he wouldn't be able to sell it after that.

I broke the rules, I am pretty sure that the buyer is aware and is using that to his advantage.
The emails that the buyer has sent are in capital letters with lots of exclamation marks. I have asked polite questions but they have been ignored, I keep receiving the same type of email demanding their money back.

Not breaking the rules as such, but working outside safe guidelines. For unauthorised payments I thought only proof of posting is required for paypal seller protection
The OP is not entirely clear, they talk about anauthorised use but also say buyer claims not to have received code.
The seller is not covered by seller protection anyway, so sending something is not actually going to help either way (tracked or not). If it was a sent item then seller would need to show item was posted within 7 days of payment to be covered by seller protection.

no again, Airsure starts at £5.00 so cheaper than the £6.18 as you state, which is a tracked service, which is all that is needed here, to send an empty envelope as was suggested.0 -

The air sure uplift is £5 plus airmail, the smallest letter 88p so as close to £6 as to make no real difference.
