An open NPB case should close automatically within an hour or so of PayPal being used, if not buyer can appeal and will win .
Relying on any sort of glitch on eBay is not wise, nor is relying on dodgy advice from customer services who do not understand their own rules.
Buyers have a right to pay by PayPal, if that were not the case then none of us sellers would hesitate or worry about listing items as collection only. As it is unless I have a foolproof method of protecting myself against the eBay policy of allowing PayPal on collection I will not sell high end items on eBay that I cannot post.

I kept a transcript for amusement where I was told I should contact the buyer who left me a 1* in item description and tell them to remove it as it was unfair. I also have a transcript of a conversation telling me that I can just send to a new (non paypal) address as PayPal will review all ebay messages before agreeing to an INR claim. Obviously both are completely nonsense.
As for terms and conditions, those are that PayPal is accepted, your own listing will show PayPal as the default, the checkout system will show PayPal. Your own terms and conditions cannot over ride those of eBay.
Seriously, if it was that easy then we no longer would need to worry about the risks associated with selling collection only items. The community boards are full of threads a out how to,protect themselves on a collection item, some people have had real issues , so don't rely on a untrained and inaccurate eBay employee. i personally would rather use ebays advice rather than some "big shot " on a forum.

Perhaps if you hang around the forum long enough and read some of the posts, you will realise that the staff at CS in Ebay know very little when it comes to detail.
The advice you have been given on this thread regarding NPB is correct.
If you would like me to buy one of your items, not pay, you file the NPB and I then pay by Paypal, we can put it to the test.
Or you can take the expertise of posters on here as being what actually happens.0 -

Statistically there should not be a problem so the ebay advice will not be tested. 'Most' genuine buyers buying an item to be collected will pay cash, an individual seller may never come across either a scammer, or a genuine buyer who uses paypal.
However, I believe that new sellers need to know the pitfalls and understand ebay rules. No one can force a selelr to sell, we must never forget that- but a high end item paid for by someone using paypal and then refunded may cost a seller money. They Will have FVFs to pay and maybe face a neg.
Like many experienced sellers I understand my risks and sell accordingly, and at least twice now in the past few years I have taken paypal on a collected item- both after discussion with the buyer, on neither occasion did I go on to have a problem. However, I still would not sell a high end or commonly scammed item on ebay and expect to be fully covered against losing my fees if I refused a paypal payment- so I don't list those items on ebay.

Note near the top by the price box- the only payment method shown is paypal. Click on 'see payment information' it shows 'paypal preferred/accepted'.
Then in the body of the text seller has stated ''cash on collection please '

What on earth can go wrong with my advice to be cautious and aware of the risks? I am trying to stop people believing that there is an easy way round the problem sellers have with the cash on collection issue it is not me telling people they are guaranteed to be fine and can't lose out.
I am not advocating anything other than to be aware that paypal will show as the default option and that you cannot refund and then be guaranteed to walk away and get your fees back and not risk poor feedback as a non performing seller.
