AbbieCadabara - i got the same message and rang them in the end. They told me that I had 1 live submission and 12 fails and they confirmed that this meant they had successfully received it, even though I haven't had a confirmation message. Have now managed to download the RTI basic tools stuff, - what a nightmare that's going to be. Already have a failed message when I tried to submit this weeks payroll, the reason being pure gobbledegook, would need a degree in computer programming to decipher that one! Looks like another phone call tomorrow:(

i've had 9 failed emails, thought there would be more as feels like i've been trying for days! 1 successfully received, which is the 1 that counts in this mess.

Jayencee - i downloaded the new tools & transferred employer/employee info from the last version ok earlier. i've only had a quick look but it's completely different to previous versions, all very new & confusing at the moment. Wednesday will be my 1st day of going live, can't wait! will report back on the outcome. hope you manage to file ok without too much hassle. :)

This is a complete shambles. No-one who regularly deals with HMRC expected anything better. If you MUST submit something this week then you've got to give it a go.

If delaying until the database has clearly stabilised is an option, in my view you'd be nuts to do anything else.

If I have had a successful submitted email - even though I always had a "server busy" response on the screen, can I assume I've submitted or not?

Well all I can say is may their god help those (with thanks to Dave Allen) who were due to pay their employees weekly on 6th April & weren't quick enough to change it to Friday 5th. Fortunately I saw the nightmare coming. Business closed on Saturday 6th!!!

I'm considering it done, but i will call hmrc towards the end of the month just to be on the safe side. Don't want a nasty surprise in the post after 19th May, which i know happened to a few people last year.

If you have any problems you could quote this First Tier Tax Tribunal Case : http://www.bailii.org/uk/cases/UKFTT/TC/2013/TC02610.html

INCOME TAX – PENALTY FOR LATE FILING OF END OF YEAR PAYE RETURN – Whether the Appellant filed the return on time – No – Did the Appellant have a reasonable excuse for default – Yes – Appeal allowed.

HMRC's completely inadequate message system/customer communication strikes again. a system that confuses the end user & forces them to check & double check the actions they've taken.

    good to know, thanks :)

Another HMRC foul up is that after their systems update, they no longer accept P45s for any tax year.

We've someone who left on 5th April 2013. Been trying to submit the P45 to HMRC for a couple of days but keep getting incomprehensible and meaningless rejection messages.

Finally contacted HMRC who say that P45s can't be submitted anymore. Fair enough for the 13/4 tax year under RTI, but they've clearly given no thought for people who've left at the end of the 12/3 tax year. HMRC couldn't tell me what to do about the P45 that needs to be submitted - it clearly wasn't on their script.

What a load of plonkers they are. It's about time that heads started to roll at HMRC.

As someone who had a previous consultancy role with one of the Payroll software providers, I am aware of the many hoops that each had to go through in order that the software became HMRC compliant a few years back (maybe more than a few). How ironic that the only payroll system that is failing is that provided by HMRC! Shambolic, yes! Surprising, No!
