    jayancee- I don't know whether you operate payroll for a small business but the deadline for full compliance for RTI is now 5th October. Heavily publicised - NOT!!!

    Very interesting!

    Would be even more interesting to see how you bring things to full compliance mid year.

    Does this mean that students can use P38(s) this Summer if working for a small business? I understand that students will not have this option with RTI and will have to pay tax and claim back for Summer working.

    That comes under the heading of 'no idea'. The big problem appears to have been obtaining the correct information from employers (NINO's, addresses, hours worked etc) for the initial data verification, especially for payroll bureaux.' Apparently the number of Mr. Test, A.N.Other, Mr. & Mrs. Dummy end of year returns amounted to over 5000 last year. The number of submissions with NINO's AB123456A and other variations approached a similar amount.

    I am ignoring the new deadline and trying to get it all sorted for the weekend when I have a few weekly week 1 payments to make.

    The other point is, with reference to jayancee, that most systems, Sage for example, allow you do update software to include RTI and carry on with your payroll, leaving end of year procedures for later.

    We are now in the ridiculous position where HMRC have made various concessions which last until 6 October. These were made in the last month to the chagrin of payroll software providers.

    In my view, anyone setting up processes now which rely on these concessions is simply kicking the can down the road, and potentially giving themselves a massive headache in October.

    And honestly the Piece of drivel which HMRC put out to "simplify and explain" the procedure is just staggering. They should have written it in Russian to make it clear there was no way they expected taxpayers to understand a single word of it.

    I've been predicting total chaos for about 9 months now, nothing I've seen in the past few months has caused me to revisit this view. The aim is to get numbers into the boxes in the deisred timescales, keep your head down and let HMRC get into a tailspin with the employers submitting multiple RTIs for employees named "A Cleaner" and all the rest of the krap which is coming their way.

    i'm another stuck unable to submit year end using basic tools, so i can't download the new RTI software & do our weekly wages next week...

    if you were thinking of calling (heaven forbid!), don't forget that HMRC are on strike tomorrow too.

    i've read elsewhere (from a non-HMRC payroll expert/company) that this full compliance date of October 2013 is a bit mis-leading as this will only apply to a very small % of employers, the vast majority should be complying with RTI as of now.

    thanks, but i still don't think i'll be calling tomorrow!

    i've found this info on HMRC about the concession for RTI filing to be delayed until October, looks like you'd still have to file monthly even if you meet the criteria.

    One last thing. A VERY firm recommendation I make to all clients is NOT to use the HMRC software to submit payroll, but to use Moneysoft or payroo (free) or another commercial provider.

    There are 2 reasons for this:

    1. The HMRC software is pants, when there are glitches there is no commercial pressure to get it fixed quickly.

    2. When something disappears into the ether, with the commercial software you will have evidence that HMRC cannot deny that an attempt was made and what the outcome of the submission was.

    In my view, this latter point is likely to be more relevant in the year ahead. In the last 4 years I have had 4 cases in my client base where HMRC deleted submissions from their records, then fined clients. It took some effort, but in all four cases HMRC admitted they had done this, wiped fines and paid compensation where appropriate. Had I have used HMRC software for these submissions, that would not have happened as the database had no record whatsoever that a submission had even been attempted let alone successfully accepted by the database.

    Trust HMRC at your peril!

    nope, still no success. Even if I can delay the RTI till october, I still need to download the basic tools for the new financial year, which I can't do till the old one is shut down/finished.
