Parking ticket at peel centre Stockport

I received a parking charge notice in the post for parking at peel centre in Stockport. I had no idea it was pay and display otherwise I would have paid for sure. It's not clear at all within the car park. I didn't get a ticket just a fine in the post telling me to pay £60 within 14 days or £100 if it is later than this.Is this enforceable? I've heard some dodgy things about these companies. They should have barriers as you enter and exit and have multiple pay meters and large signs within the car park which is sizeable.
Does anyone have any advice?

    I'm stating the following as this forum does not advocate avoiding payment in Pay & Display car parks

    If you know the cost for the time you parked( £1 per Hr or what ever it is )you could offer to pay that in Full an Final settlement of your error in not realising it was not a free car park.
    (Don't send any payment)

    What ever you do Do Not pay £60 or £100.

    I doubt you will see the word "Fine" on anything they've sent you as this is not a Fine, read it again carefully.
    It is an invitation for you to pay them money.

    Best advice is to do nothing for now. More experinced members will offer full advice later.

    i can confirm that this is a genuine post as i know the op very well and advised them to post under said user name,the op had no idea it is a p&d car park as the "new"signs are at the entrance where you drive straight in and it is unsafe to actually stop ands read if in fact you actually notice them,,the original signs remain within the peel centre,i.e. high up and virtually impossible to read as excel refuse to change them,,,all advice for op apreciated,,bondy.

    Oddly I was there at the weekend, and the 'new' signs are worst than the previous ones. This is the car park where Excel got spanked in court
    (courtesy of Martin Butts of the Plain English Campaign), for lack of clear signs on the entrance. I myself picked a ticket up (they changed the cut off time from 6pm to 8pm) last year and have ignored it since, I've not heard anything since.

    Over at Pepipoo we're advising that you appeal the invoice on the basis that you stated (we also chip in other Gems such as the charge is obviously punitive and therefore is unfair/illegal and also that Excel are unlikely to have sufficient interest in the land to be able to form a contract in the first place, evidence of which should be provided if they think they do). Your 'appeal' will be rejected, at which point you should get a POPLA code to appeal to them (and cost Excel £27 win or lose, and it not be binding on you either)

    Sorry bondy, just checking it was really someone connected to you and not a PPC plant using your name as part of their username!

    I would appeal to POPLA if it were me, that needs an appeal to the PPC first (but NOT a soft 'sorry I missed the signs' appeal)!

  • i went to the KFC on the 5th november(which is part of peel car park apparently). This was after being at Carphone Warhouse free car park across the road to buy a phone. I was in KFC 40 minutes eating lunch watching my car the whole time and 2 weeks later i find ive received a automatic fine for £100 ( £60 if pay within 2 weeks ).
    First time ive been to this shopping place, and i did not see any signs for pay and display. I parked in front of KFC and really can see how this is a fine-able situation. Is there anything i can do.?

    IF THE SIGNAGE AT THE PEEL CENTRE IS AS BAD AS THESE THREE OP'S ARE STATING - THEN IMO PEOPLE SHOULD BE TAKING PHOTOGRAPHS OF THE CENTRE -POSITION OF SIGNS AND WHERE SIGNS ARE MISSING IN RELATION TO WHERE THEY PARKED

    Remember Entrance signs are a mandatory requirement to show car park is managed and so are signs with detailed clear terms and conditions throughout the car park. Parking companies rely on the signage to attempt to legitimise any existence of a contract between them and a driver -

    NO SIGNAGE OR INADEQUATE SIGNAGE (WHICH CANNOT BE SEEN) = NO CONTRACT
