Obviously the first thing to say is don't pay it. Not at all, even if/when you get scary letters.
Second thing is to make a major complaint to the leisure complex, in writing. Along the lines of 'the signs not clear, this is a well-known 'fake PCN' scam, what on earth do you think you are doing allowing visitors to be harassed and intimidated like this in the car park, why on earth should we ever return', that sort of thing.
Thirdly, I do recommend appealing and then using POPLA but you can wait until you get a letter then you can challenge it and get more help here. If you get to POPLA stage do NOT just send off an appeal without advice to make it stronger - we can help you with that.
Here's my usual reply to newbies about fake PCNs, post #14 here:

Spread the word among your friends and family about this scam.

Did you follow Coupon-Mad's advice in full - as in post #12 above?
How did the leisure centre respond to your complaint?
Did you appeal to the PPC?
Did the PPC reject your appeal?
Did they send you a POPLA code?
Did you appeal to POPLA?
What was the outcome? Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

OK, you've missed the golden opportunity to knock this one on the head with a relatively easy (with help from here) win at POPLA, which would mean you could have forgotten this by now if the advice had been followed.
So now you are where you are at. You've gone down the 'ignore the PCN route', missed out on POPLA, which now means you have to continue ignoring everything that follows. Other than press the cinema again to try to kill this off, there are no other routes available.
Roxburghe are a well known part of the [STRIKE]scam[/STRIKE] process and can be safely ignored. Take note that the next step will be a letter from Graham White Solicitors, with mounting costs being added. Again ignore. Ordinarily you are reaching the end of the chase, they give up and look for easier prey.
PPCs are getting more litigious, but I don't think your PPC is one currently at the County Court trough. But can't guarantee they won't some time in the future.
So best advice is to sit tight and continue to ignore, with the likelihood it will go away in due course.
However, should county court papers arrive (typically from Northampton CC, occasionally from Salford) DO NOT ignore these, but get back to the forum for further advice.
Now, get yourself a nice glass of wine and R-E-L-A-X.

I had a lot of friends say they had some parking "invoices" around st helens and they have all ignored, so I thought I would join in lol....
although one lady wrote to the dvla telling them off for giving her details out, shes heard nothing since.
I know I'm worrying but whats the worse that can happen? Jail, :j could do with a break from kids;)
