NO they are NOT the equivalent of cash payments. Any Paypal payment can potentially be withdrawn up to 180 days after being sent.0

No waiting 10 days offers you almost no protection at all - only the small comfort that Ebay automated fraud detection system would have had time to warn you if it detected a problem with the transaction or it didnt clear.
