From paypal:
What is an Unconfirmed Address?
An unconfirmed address is any address which is not associated with a credit card or which has not been Verified by PayPal. Most non-US addresses cannot be confirmed at this time because many international credit card platforms do not support methods to do so.
So you'll have to put a card on you account and hope your card supplier has the facility for address vierification0 -

It really annoys me that I can't get my address confirmed. Paypal have my bank and credit card details, what else do they need! I wanted to buy an item from an American seller, but he refused. He would only accept paypal on international transactions and only accounts with confirmed addresses.0

Being verified is not the same as having a confirmed address BTW. To become verified you have to complete the verification programme: add a bank account, complete Direct Debit, and Validate Your Account Information (expanded use programme - you get charged 2 small amounts on your card to verify)0 -

The reason you can't have your address confirmed is because paypal needs your credit card company to confirm it for them and some don't have the capability to do that at the moment0 -
NEVER accept Paypal with an unconfirmed address. Make sure your auction terms and conditions require all addresses to be confirmed. Its the only way most purchases can be eligable for seller protection.
We long ago stopped accepting unconfirmed addresses and have had zero losses due to Paypal fraud since.
Here is the message everyone gets sent in our invoices as a template for you:
This is an automated invoice. For more information on my postage, insurance and other policies, or if you would like to pay for this item with a method other than PayPal, please see the item listing for details of accepted methods. Personal Cheques are NOT accepted. Paypal accounts MUST have a CONFIRMED DELIVERY ADDRESS or payment will be refunded and you will be requested to pay by an accepted method.
Q. How do I confirm my Paypal address?
A. To confirm your address, you will need to add a credit card to your PayPal account. If your credit card company supports the Address Verification System, PayPal will check that the address you provided matches the billing address. You may also be required to complete the Expanded Use Enrolment process. Your address will not be Confirmed until the Expanded Use Enrolment process has been successfully completed.
If you cannot confirm your Paypal address then please pay by another accepted method. We accept many other options including bank transfer.
Q. Why do you require confirmed addresses for Paypal, I havnt needed one before?
A. Paypal is puts the liability on the seller for fraud and chargebacks UNLESS the transaction is eligable for Seller Protection. This generally means having a confirmed delivery address. Paypal is highly vulnerable to fraud, and we get several attempts a week - see https://www.nopaypal.com Other vendors may take the risk and the associated losses. We dont.
Q. Is a Confirmed Address the same as a Verified Paypal account?
A. No, being verified does not give you a confirmed address.
Q. Can you take Debit or Credit Cards over the phone?
A. No.
Q. What happens if I cant confirm my address and I dont want to pay via another service?
A. If you dont pay by an accepted method, you will eventually get a non paying bidder strike and negative feedback. The requirements for Paypal are clearly stated in the listings to which they apply.0 -
richto - but if I refused buyers with an unconfirmed address I wouldn't have any at all or would end up with loads of cheques (shudder)! So few buyers in the UK have confirmed addresses that I'm suprised when I see one that is confirmed! And I'm not about to apply for another credit card just to get my address confirmed.
BTW, does anyone know which credit cards are okay. I use mastercard and they obviously are not as I still have an unconfirmed address,0 -

I'm not sure if it's mastercard, could be the issuing bank where your problem lies. Anyway, mine is confirmed with a visa mbna card0 -
Hi - I only accept confirmed addresses and I sell £8K plus a month. Requiring confirmed addresses did not noticeably impact my sales at all.
I dont accept cheque payments either - for the same reason - they are not guaranteed and the bank can claw them back weeks later. See http://news.bbc.co.uk/1/hi/programmes/moneybox/3727162.stm
For buyers without confirmed Paypal, offer cash, POs, bank transfer, https://www.nochex.com (can accept upto £300 with no signup required) and https://www.fastpay.com for UK buyers. For foreign buyers, use https://www.bidpay.com and https://www.moneybookers.com0
