I had a similar problem to this recently. Solution was to disconnect cable connecting monitor to pc. Power down the monitor completely (unplug from wall). Connect cable from pc to monitor. Power up monitor then turn on pc. The monitor started working normally again.

tried new graphic card still didn't work. now found out its processor0
