Buying card with disabled road tax, can the seller do that?

That road tax was included in our price so he should take care for it as its exactly said in the agreement ,that 1 year road tax is included.

- no one can answer that my friend, he was about to commit a criminal act by including it in the price
- you were about to commit a criminal act by driving it with a HM Revenue & Customs Vehicle Excise Duty disability exemption

Thanks ! Just tell me please what to do with that tax then if he got it already ? Can i go tomorrow to the city where the car is and go to DVLA or sth and get normal tax ? Should i do it or he should do it ?
I mean paperwork how should this be settled correctly that i wont have to wait another few days for geting actual proper disc so i can finally buy this car . Thanks in advance0 -

Its even a different log book, so both the disk and the V5 state VED. Yes you will need to take tax disk / V5 / and insurance covering the car you are buying to a local DVLA. They will take the log book and tax disk from you and give you a 'proof' slip along with the new paid for tax disk you have purchased from the start of this month. After a week or two you will receive a new non-VED registration document through the post.Disclaimer : Everything I write on this forum is my opinion. Situation Changed dramatically !
Yesterday i was told by him that he didnt know about that , that if police catch me i can say i didint know too and there wont be any problem blah blh blah. Cutting it short he didint want to give 200 back so i decided to buy it anyway.
However today before tomorrow's purchase i made HPI report ( i did some sms earlier and had info that car is clear) and HPI told me that car has Vehicle C category , that it was extremely damaged but repairable but insurance didint repair it.
Guy is telling me that it was on the previous Private plate because it has one and the previous owner had accident and his car is 100 % clear. Today he is supposed to give me v5c and vin numbers to check everything with HPI.
However i remember checking in service history that at one point there was changed vin number and rewritten in history book, that would be in about moment that actual accident could have been.
Anyone know how easily solve it or could he be telling true? it smells like a big cheat though, but i still paied 5 % in advance as a deposit so if there would be some mess maybe there is an option to get it back.

Just walk away from this nonsense and whilst you're at it, ask for your 5% deposit back. If you don't get your deposit back I would suggest talking to the police about it, but definitely don't pay this guy any more money. Walk away and in future, buy only legitimate cars with legitimate tax discs from legitimate, honest people.0

I would be happy to sell you a car.
It's only been in a couple of accidents albeit the last one being with a cement truck. The different coloured panels and holes are to make it look 'funky' and I promise that the bits that look like they are falling off are artfully and permanantly stuck there.
I only want 5K as well nand have exempted the car from tax through registering it in Lithuania, so its perfectly legal. I have even put a foreign sticker over the number plate.
And as a final goodwill gesture I will even deliver it and happily take cash.0 -
