 If you're a full-time student you are exempt from Council Tax. If you are a student who lives with a 'non' student, you are still exempt - your co-habitee will still qualify for the 25% reduction.

 The thing is that there is no such thing as a 'student discount' it is a 'student exemption'.
 If you're a student (full-time) you are exempt.
 If you're a tenant who lives with 1, 2, 3 (etc) students, you will get a 25% discount as the only eligible CT payer within that household.
 If you are a tenant who lives with other non-student tenants then no 25% reduction applies.0

 If your a qualifying full time student then you're 'disregarded', if all of the occupiers are disregarded students then the property is 'exempt'.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0

            Same thankfully! Think it will hit people harder south of the border when they are hit with BT and CTB reductions all at once.
 I'm due to be hit with both. Luckily I paid my about 80% of my CT last year while working before losing my job in Oct. They have just takne what was left over off this years bill.
 I really dont understand how a single person who may only be getting £71 a week who lives in a two bed flat round here will be able to manage on £71 less 14% for HB reduction less the difference in CTS. On average round my way that would work out at £12.04 HB reduction loss and CTB loss of £4(ish) giving them £55 a week to live on for food, clthes and utilities.
 Would somebody in that sort of position qualify for some sort of hardship allownaceBedroom Tax / Spare room subsidy / Housing Benefit Reduction - It's the same thing, get over it.0

 It means their partner lost the single person deduction based on OP living there as a 2nd adult. It also applies where the 2nd adult is on benefits. Many councils opted to do this.0
