    but it is only the non students that are liable.

    Naf, if you are a full time student ... you are exempt.

    If you're a full-time student you are exempt from Council Tax. If you are a student who lives with a 'non' student, you are still exempt - your co-habitee will still qualify for the 25% reduction.

    Ah, yes you get a 25% discount if you're the only one living with students.

    is it still the case that if there are more than 2 working tenants no student discount applies? Or did they change that?

    The thing is that there is no such thing as a 'student discount' it is a 'student exemption'.

    If you're a student (full-time) you are exempt.

    If you're a tenant who lives with 1, 2, 3 (etc) students, you will get a 25% discount as the only eligible CT payer within that household.

    If you are a tenant who lives with other non-student tenants then no 25% reduction applies.

    If you're a student (full-time) you are exempt.

    If your a qualifying full time student then you're 'disregarded', if all of the occupiers are disregarded students then the property is 'exempt'.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    Would somebody in that sort of position qualify for some sort of hardship allownace
    Bedroom Tax / Spare room subsidy / Housing Benefit Reduction - It's the same thing, get over it.

    It means their partner lost the single person deduction based on OP living there as a 2nd adult. It also applies where the 2nd adult is on benefits. Many councils opted to do this.
