There's a way around it without having to pay a Data Protection charge - Ask for a tax certificate for the account.

Say the account is closed, but nonetheless you require the certificate for tax year 2008/09. They are obliged under Section 975 of the Income Tax Act 2007 to provide you with one if requested.

I have been with Paypal for many years and I have never known them to ask for your bank account details in order to login to Paypal.

You may be asked for the account number if you are requesting a password change (just to verify it is you requesting such a change) but never to login to paypal.

I was asked to provide proof of my bank account number when my PayPal account got locked a while back. Like the OP, they provided the last 4 digits and asked me to confirm the full number as one of the requirements to unlock the account.

One - that would only apply if it was an interest bearing account and a "payment from which a sum representing income tax must be deducted" had been made. Two - a certificate only needs to show the details regarding the amounts paid/tax deducted.

It might work. Or it might not.

And Three - neither the OP nor Halifax know the account number so how can they provide a tax certificate? That's the point of the SAR, they have to supply everything, and somewhere buried in that should be the relevant account number.

@Wywth - I know this is a legitimate request - I wish it wasn't as it would probably make things easier.

It is part of Paypal security measures - it could be related to a problem with my account for all I know, but I can't get that far.

    @agrinnall, antrobus and mulronie

I will go down the data request route, I don't know the exact date I closed the account - I am planning on looking in my old accounts (currently in the loft) for my business just in case I have any info stored in there. Not that it was a business account but just on the off chance I have kept anything related in my accounts.

I know it can't be more than 4 years ago so I should be well within the time limits for getting the data.

    Thanks for the help everyone.

A SAR request may only provide anything they hold in electronic form. Not anything that has been sent to archive.
Also notes may not have account details in them.

Question is why have you waited 4 years to update the paypal account?

Have you tried talking to pay pal on the phone, to explain the situation and see if there is any other data you can provide to prove id...

if you phone paypal and explain that to them than they may be able to ask you some other security question.

I am glad I didn't follow your advice.

Halifax have sent me details of my account and they have also sent me the £10 cheque back!

Even if they had cashed it I would still be better off as I have more than £10 in the Paypal account.

I'm having a similar issue with Black Horse and AMEX. I want them to provide information as requested in a subject access request but they have told me they need to have the account numbers to access this. I can't find the old account information anywhere.
