I asked "why i was being given the ticket and what made him think i'd even left what he called the site"? - he said he had watched us go onto the bridge!!

So he watched you breach the conditions, and deliberately didn't mitigate his employer's losses by not warning you that you were about to cause his company an alleged loss.

    So kinda like this then

It's my opinion that all 'left the site' tickets are unenforceable because the signage never actually defines what the 'site' is and where the boundaries are. (This has never been tested yet though.)

This is quite apart from the myriad other reasons why this would also be unenforceable.

If you are 'worried' (and you sound as if you are) then a simple appeal to POPLA should quash this case for you. Write to the PPC first (but only once they have paid the DVLA for your details and written to you.)

    Dear PPC

I wish to appeal against the unexpected invoice you have sent me.

Please send me details of the contract you have with the landowner which you believe permits you to issue these invoices.

Your signage does not adequately define what is meant by leaving the site.

Your agent made no attempt to mitigate your losses.

I require you to cancel this invoice or issue me with a POPLA appeal code within 35 days.

If they reject this, come back here for a full POPLA appeal.

Also, who would like to see them claim to POPLA that 'leaving the site' is a service they provide and the charge is one of performance, not penalty??

    Show of hands please?

Would a raised middle finger to them do instead?? ;)

That's interesting in this particular case. The car park is at Stevenage Leisure Park which is close to Stevenage Leisure Centre. However, you have to "leave the site" to go the the latter (passing through the station).

It would seem reasonable to assume a connection between the Leisure Park and Leisure Centre given their proximity even though, strictly speaking, there is none.
    Can I help?

SPB17, if it helps put your mind at rest, I've had lots of tickets from this lot and here are all my letters received and ignored.

(except for the latest one as I received it after Oct :D)
