Is there a company number, consumer credit license number, data protection registration number on any of the letters?
From what I've seen of their demands elsewhere, no.

Companies House knoweth them not, nor does the Consumer Credit Licence Register, nor does the ICO.

    Isn't it a prestigious address?

I would suggest that if you run out of toilet tissue (There is a TOILET sign outside the address)you can use the letter received from NG Collections of Not In Stockport as that is all it is worth.

You say your son was paid up to date at the point of leaving in December. However he would have signed a contract until the end of term so this debt will cover unpaid rent from that date until the tenancy end date on the contract.

Phone them and ask if they hold a credit license and for the ID. Chances are their ltd company name and trading name are different which is why you can't find it.

That was why I searched the Consumer Credit Act Licence Register using the company's postcode. Nothing came up.

Then I checked the Data Protection Register, first using their name and then using their postcode. Nothing.

What's the name of the accommodation company? Could it just be an internal department chasing the debt?

It could be a scam... But usually if this is the case the debt listed is something generic rather than specific to say the student accommodation contract as is the case here.

If uncertain about the agency get him to phone the actual company he signed the contract wit.

The wild variation in the amount demanded:

since 2011 I receive Final Demands every few months or so. The amounts claimed vary between £2475.43 to £1,9758.43 (yes I know its a strange number) and the latest demand of £1298.95 that I received early February and has now been duplicated with "Formal Notice Of Petition For Bankruptcy".
... suggest it is indeed some sort of scam.

Of course, "Freepost" needs to take this very seriously indeed. He should get proper legal advice and get their demand set aside.

It's not uncommon for collection agencies to send reduced amount offers in full and final settlement. I had this from HSBC commercial once and the last one received offered a whopping 50% off - shame they loaded the debt before passing it on though so even 50% was more than the original debt.

Would help to know further wording, as the ones quoted are not normally those of a statutory demand.

A genuine SD would be this sort of format.

(Or similar that complies with requirements of the IR part 6)

While a BR petition would be:

One would also assume that no attempt at personal service has been made here, and it is just a letter that has been received via the post?

Sounds more just like a threatening letter designed to make you think BR is imminent to me, but without more info it is hard to tell.
