It's a new tax year, so yes, you need to confirm your agreement with the ISA rules and declare that if you deposit in that account you will not open another and fund that one as well. You can only subscribe to one cash ISA per tax year.

I am still waiting for the funds from my old ISA to transfer across. I posted one of their transfer forms that I got off their web page. Has anybody else done this and can advise me on how long it took for them.
