I seem to recall the government had to put vat on fuel by EU and lowest amount would be 5%0

Wish people would do some basic research before coming up with these daft petitions. EU rules don't allow any new zero-rating, the previous govt wanted to zero rate domestic fuel but couldn't. Not without leaving the EU anyway.
So without adding "leave the EU" to the petition, it's totally pointless.0 -

The EU is taking the UK to court if it does not change the VAT treatment of 'energy saving matierals'.
So if we challenge it we can kick this can down the road for about 2 years whilst it churns through the court process, but if we relent now, then those solar panels and ground source heat pumps that only the rich can afford will be standard rated.
No point in doing a petition for this either though as these are EU rules so we either leave the EU or stay in and comply.Anger ruins joy, it steals the goodness of my mind. Forces me to say terrible things. Overcoming anger brings peace of mind, a mind without regret. If I overcome anger, I will be delightful and loved by everyone.0 -

This is rubbish - the Tories never put 15% VAT on, or even 10%. As per zagfles, the UK has never had a 15% (or 10%) reduced rate of VAT.
EU law notes we cannot have a reduced rate of VAT lower than 5% so we cannot go any lower than that without infringing the law. As per my earlier post, we enjoy reduced rating on certain 'green' supplies such as solar panels and the EU is challenging our use of the reduced rate, so we might see that go as well in time.

sorry you are partly right,the tory govt planned to increase vat on domestic fuel to 17.5% in april 1995 but in 1994 it was voted down in parliament0
