As already discussed it doesn't matter what it's for. It's an extra charge.

I accept its not "officially" a fine. However there is no material difference to the customer whether its officially a fine or not. It is still a charge imposed on the customer due to a violation of the postage rules.
Yes - it's a charge for the costs to the company.

Anyone know what happen to the mail if you don't go in and pay them the extra postage. Is it destroyed or are they obliged to return it to the sender ?
  • If there is a return address then I believe it does get returned eventually.
If not, it will go to the RM returns centre in Belfast. They will open it to see if there is a return address inside and if there is then they will return it, If not, they will keep it for a while then dispose of it.

No because they hold the item to ransom. You have to pay it to get the item back.

you never had the item,so cant get it 'back'
so once more, the recipient has the option of paying for the item

    No.

The item has your name on it. Royal Mail tell you they have your item (but not who it's from or what it is). They then force you to pay an extra charge to get the item.

It is basically blackmail by Royal Mail.

Maybe if the sender put the correct postage on it then there would be no charge.
