    I have had the same misfortune, 23-03-13, a Saturday afternoon, and as the OP describes no other business was open except ECP.
    My mistake was parking in the 'no parking zone' so heavily faded that all the other cars were on it and had obscured it.

    I am concerned by the threat of Debt Recovery on the slip.

    Was considering approaching Jill M Jones Cash and Carry as ECP say they are behind the fines.

    They are not fines, and "Debt Recovery" are just powerless debt collectors. They are not bailiffs!

    Thanks for clarifying about the debt collectors, I have a lot to learn about all this, I am still 50/50...!

    the fact is I didn't realise I was on the yellow 'no parking area' (badly faded) and while it was full of other cars he only ticketed mine and raced off!

    As I found out at the same place Bank Hol Monday, they hit me like you too. Thought it was an April Fool, but have had time to think and will not let them win. I am ignoring the 'notice' and if they want my money, they can sing for it.
    Take the sound advice I have got in above posts.

    I kinda did what everyone on this forum suggested, forgot about it and didn't come back to the forum until now!!!

    Yes, I completely ignored the "ticket" and have now only just received the Notice to Owner.

    I was going to completely ignore all correspondence from them but then I got to thinking - could I make money out of these clowns?

    Has anyone replied to these people along the lines of, I will only respond to to court action and if you or any agent working on your behalf continue to write to me, Ignoring this advice would be a breach of contract and I will invoice you at £350 per letter!

    Quite like the idea of messing about with this lot!!!

    NO that will get you nowhere. They won't take the bait and will still send out letters.

    But if this is the first postal letter the Owner has received, you can appeal it now - and then again at POPLA, which is the new advice (better than ignoring as it costs the PPC £27 only to see their fake PCN cancelled).

    See the latest POPLA decision thread at the top, two more wins added today (needs careful wording with help from the forum!). Why not think of summat funny to use in the first random appeal to your PPC, like one of those posters did on that thread!

    Or something more serious such as sending a Letter Before Action to get rid of them once and for all, as I advised here (I post as SchoolRunMum on pepipoo):

    A registered keeper could use this example LBA when receiving threatograms, when there's clearly no chance of registered keeper liability (such as when a PPC misses the deadline to send the first letter - as in your case I think?). I also included a new bit about removing all relevant registered keeper and car reg data from all formats of storage - so that if any more letters arrive then you can complain to the ICO too.

    They missed the deadline badly then unless they did write in between.
