    Ignore everything he says/ does. Watch what you want on your PC without headphones. Its your home, you can make reasonable living noise. Keep all these notes/ a diary of his wierdness and anything else you can think of.

    Above everything else- Have as much sex in the flat as you like.... maybe make it extra loud. It might creep him out a bit so he might back off ;)

    Perhaps a note which points out his cowardliness would shame him into leaving you alone. Most reasonable people would be embarrassed to have their cowardliness pointed out to them (not sure if he sounds very reasonable though).

  • Take up an instrument (perhaps drums), buy a hi-fi/speakers, do some loud DIY, take up the carpet and just have floor boards (wear heels at all times) Advertise his flat in local shops, Have a house party/ people over regularly, turn your phone volume up and call youself when your not in, have the loudest sex ever, pay some kids to play 'knock down ginger' on his door, buzzer etc lol

    Usually if you're doing anything like a fire risk safety assessement it flags any obstruction or trip hazard in communal hallways as a high risk element which has to be urgently rectified - they should of course given the mat back to the OP but it sounds more plausible to me.

    He might have mental health problems. I'm not meaning to sound nasty, but if there is no sound and he believes he's hearing something.     One of the problems with a lower/ground floor flat is that, never mind how considerate your neighbours are, you can often hear everything. (For example, I can hear my neighbour's phone vibrate, I can hear him urinating, and I can hear him snore like a train.) It's just part of being in a lower/ground floor flat though. (I have had genuinely noisy and unreasonable neighbours, too, though.) Not all properties are equal of course and some have better noise insulation (particularly I place I stayed in Russia, couldn't hear anything from neighbours ever).

    Eventually though you get used to these every day (or night) sounds. (As long as they are within reason - had a few neighbours who weren't.)

    He might be afraid of your OH. Have you tried knocking on his door yourself? (Of course, as he seems a bit unbalanced, don't go inside and make sure your OH is nearby.)

    Otherwise, just stop being so thoughtful as you have, enjoy your home and he will just have to get used to it (or leave). How long have you been there for?

    The issue here is that what is reasonable noise to some is intolerable to others. The best thing is to meet the person concerned on amicable terms and try to find out what the particular problem is - most of these things can be sorted out without a dispute. A cup of tea and a couple of rich tea biscuits can make all the difference.
