Ok just spoke to my sister when she got phone unlocked she was on orange but now she is with t mobile for her new phone so does she need to speak to orange (because that is who she was with when she was using this phone) or t mobile(because that is who her mobile number is with now)0

If the phone is locked to Orange, then it's Orange who can unlock it, but I am not sure that they do this for ex-customers: http://help.orange.co.uk/orangeuk/support/personal/4741870 -

Start with why does your sister think it is unlocked ?
A quick Google suggests "Orange will unlock your iPhone for £20.42 providing that you’ve had it for at least 6 months. The handset must also be registered to an account in your name. The entire unlocking process should take between 7 and 10 days to complete."

If the phone really is unlocked (your sister paid Orange to unlock it) then follow this process:-

It might be worth getting a PAYG Orange SIM and putting it in before starting the process and to check there isn't some other problem.0
