Do Jet2 etc charge xtra for a carrier bag of duty free as well as 1 x hand luggage?

It's not the number 'one' that's the issue, it's what constitutes 'baggage' (not 'luggage'). One Jet2 operative has told me that baggage does not include duty free airport purchases the other that it does0
