Why cant we be charged based on the speed we get?

I can see why companies would be reluctant to charge less if the low speed is due to the distance from the exchange, but if it is low because they are simply cramming more people onto the line and receiving payments from everyone, this seems entirely reasonable.0

Or, because you are further away, despite lower speed, you should pay more, because you are using more of the line.
Around here, there could be several hundred metres of line with one subscriber at the end.
Why should I pay for their bit of line?
Not being entirely serious, but it cuts both ways.

You are not reading what I have said.
You are saying it's OK for companies to cram as many customers on the line as they please and charge just the same, this doesn't help the consumer at all. There is a lot more to speed than the length of line.0
