Pro Tools is available for Windows and OSX. Pro Tools Free (v5) was Windows and OS9 only.
As well as Cubase, CakeWalk etc there's also Ableton Live. Not quite a DAW but can be used as one and is fun and easy to use.
Cubase, Ableton, Reason and the MOTU one I forget the name of are all dual-platform too.0 -
The easiest way of hooking it up is:
guitar -- effects box -- line in.

A DI box or preamp might be needed though, it'll also sound a bit rough without an amp-modelling plugin.0

Indeed just plugging it into a pc will sound terrible - guitars need instrument inputs. M-audio jamlab is a cheap option.
For recording try the highly rated Reaper which is shareware
