You need to let them run line speed checks to get decent constant speed at the start, this can take several days as they adjust, and they recommend that things like routers are left on as well.
Unfortunately that will not do any good Lifeform!
The basic ADSL broadband from Plusnet is very poor speed wise. They deliberately restrict line speed to less than what it can run at stably! I know this because I arranged it for my mother so she could get a cheaper deal on her broadband. I switched her from Eclipse to Plusnet but I wish I hadn't done that now.
With Eclipse she was getting 5 to 6 Mbps down and 1Mbps up. With Plusnet only 2.9 Mbps down and 0.3 Mbps up. That is completely pathetic. It is on the same exchange so they can't claim that they have not set it to the fastest and most stable speed for the line when Eclipse were running twice as fast down and more than three times faster up. Those figures were what Eclipse determined the line could run at stably and it did, never had any issues.
I had gone through all the process you suggest with Plusnet when I raised it as an issue through online support ticket, before Xmas and took all their advice and instructions which I followed to the letter.
It has made absolutely no difference whatsoever. They have not done a thing. In fact speed may now be slightly worse if anything. They continue to restrict the line. I intend to switch her back to Eclipse, Zen or another ISP as soon as the contract with Plusnet is up. In fact I can't even remember if it was the yearly contract I signed up for. If it isn't I may be able to canel it straight away and just change right now.
Having stated all of the above, I want to make clear I myself am a Plusnet customer but with their Fibre service and I can't praise this service highly enough. It is 10/10. Speeds are incredible. Price is great value. I have been pretty happy with them. I think their customer service isn't always the best and certainly not as good as Eclipse or Zen but apart from that no issues on the Fibre service.
I wouldn't hesitate to recommend anyone to their Fibre service but for regular ADSL I'm afraid I would not be able to recommend it if you need to have an ADSL service that is not speed restricted to a LOT less than what it should be for your exchange, and especially wouldn't recommend it for online gaming. For a basic value broadband package that is cheap as chips it may suit some people if they bear in mind all of the above.
If I were the OP I would double check the cooling off period to make sure. If it is too late to reject on that basis then see if it is possible to pay slightly more for a better ADSL option if they offer one? If not may have to wait until Fibre becomes available in your area to upgrade to that, wait until contract up or suffer the cancellation charges if it is outside cooling off period.0 -
DLM on the OPs line would run for a couple of weeks, starting speed would have been fairly slow. Anyhoo too late to do anything about it now.

To get 1Mbps upload the Eclipse connection must have been LLU'd/ADSL2+. Plusnet are only giving you ADSL Max -the Maximum synch speeds with this are 8128kbps down/448kbps up, so an upstream speed of ~ 0.3Mbps is normal. Suspect that the Plusnet offerings are considerably cheaper too:)
Further Plusnet don't speed throttle under normal conditions -I have a profile of 7Mb and acheive speeds of ~ 6.5Mb actual download -what MAY have happened is that BT put the connection on a banded profile for some reason.0
