Butlins are starting to recruit for seasonal staff, why not suggest something like that? It is a good half way house between leaving home and getting your own place?0

That's not a very accurate summary of the situation, is it?
From what you have said it seems that the true situation is:- He doesn't want his own place.
- You don't approve of him.
- His father is refusing to throw him out, despite your best efforts to persuade him to do so, and you are criticising him for this.
- His mother does not want him to leave, and you are criticising her for this.

She's been on benefits for nigh on 20 years without a medical, and she has the cheek to slate someone else for not doing anything with their lives?? Eastbourne Borough Council let out their beach huts. Perhaps you could rent one? Not sure if you get Local Housing Allowance for them though.
