The batteries rule is interesting:
Batteries that are classed as dangerous goods by the latest edition of the International Civil Aviation Organisation’s (ICAO) technical instructions are prohibited. This includes lithium ion/polymer/metal/alloy batteries sent in isolation or with equipment such as mobile phone, digital camera or laptop.
Lead acid batteries (e.g. car batteries) and sealed lead acid batteries are also prohibited.
Alkaline, nickel metal hydride (NiMH) and nickel cadmium (NiCd) batteries may only be sent when new and in their original packaging. Please see https://www.royalmail.com/restrictedgoods

I sell items with cheap zinc-chloride batteries in... It isnt listed above so where does that fall?

Which rules? Who's post are you agreeing with?Exactly. As a warning to all ebayers, these rules will aplly to UK mail in the summer. Sellers need to pick up a leaflet and have a look.
Actually there is! See my previous posts that detail which parts of the EU that do require a CN22.but there is no where in the EU (or the European Union) that needs a CN22.0 -

You do appreciate that the EU is the European Union which is very distinct from Europe which is a continent. The countries you list although in Europe are not in the EU therefore do require a CN22 so the rule holds true - if in the EU no CN22.0 -

Channel Islands - Jersey, Guernsey, Alderney, Herm and Sark
Andorra
Canary Islands
Gibraltar
San Marino

From what I gather they are part of the EU but are outside of the EU VAT Area for various reasons...

Is this dangerous items rule just Royal Mail or will it be universal? I have one of the leaflets at home but I was just curious as I buy perfume online from Boots sometimes (they use a courier) and wondered if they'd still be able to sell it online after the new rules come in?0

Below are the 27 member countries of the EU together with when they joined. Source European Union website. The countries you list are not in the EU. Never have been. Nothing to do with VAt just not in the EU! Rule still holds good in the EU no CN22.
