Because it is a money-making scam? My licence is valid until I reach 70, it was a one-off purchase. When the photo licences came out the DVLA did warn that the photo ID part of the new licence would require updating every 10 years, but at no time stated this would = the cost of a standard licence at each renewal, meaning the licence cost increased more than 500% (assuming the renewal costs increased, which they did).
But the other side of that it gives you a handy way to prove your identity , and for £20 its hardly extortionate, go and buy a passport for a money making scam. I don't think they really make so much money out of it, when you move it's updated for free no matter how many times you moveWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

My picture card ran out last December, and to be honest I didn't look anything like I did 10 years ago so it's a good thing.
I paid extra to get the Post Office to do it (it was either 4 quid for them to do it or at least 6 quid to get some new photos done)0 -

'The counterpart driving licence is set to be axed. The Department for Transport (DfT) has revealed that the document, issued with the photocard licence, will be scrapped in 2014. And old-style paper licences will be abolished shortly after.
The DfT has also said it intends to recall paper driving licences shortly after the new system is introduced, calling it a ‘logical follow-up to abolishing the counterpart’. According to the DVLA, there are still around 12 million paper licences in circulation – so more than a quarter of all motorists have yet to switch to a photocard.'0 -
Reading that it says that the photocard counterpart is to be phase out in 2014, they are now stating that all paper licences will be abolished in 2015 and the photocard will become mandatory.0

The paper counterpart is due to be phased out by 2015, no date has been given for phasing out the paper driving licence, only 'shortly after'.0 -
Our paper driving licences are pink paper ones which I think were before the green ones. Mine has been in my wallet for 35 years and is now in 4 pieces. I have enough cards for things already and don't want another one. Harrumph.0

Yeah, right. 2015, a general election year for a party that's made a big deal about cutting redtape and regulation (and, incidentally, putting a pistol to the head of the ID card scheme), and they want to charge 12 million people money, time and effort to renew driving licenses with validity dates (in my case) more than twenty years into the future on grounds that look suspiciously like "ID Card by back door"? When a disproportionate number of the people with such licenses will be older people in stable housing, ie core conservative voters?
