You're not likely to get a reply from caz - they've not been on this forum since June, so bumping this thread isn't really going to help you.
You could try sending a PM to him/her.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

I live in a second floor apartment in Cardiff with private parking bays. There is an area for guest parking and I have a permit to allow one guest to park,(Disc to be placed in the windscreen.
Last week I became aware of a lot of water on my bathroom floor and was obviously concerned for me and for the occupants of the flat below me. as such I contacted a plumber/builder associate of mine and as a result he attended .
the plumber drives a long wheel based van and despite an attempt to park in the guest parking , the van took up 2 spaces and protruded over the footpath. as such, on my advice he parked in front of my vehicle in my bay and an adjoining garden area and left a note in the windscreen stating where he was working and his mobile telephone number.
The leak in my bathroom was severe and was from the shower and had leaked severely behind the wall. the plumber was present for about one hour and yes, you guessed it, Link Parking in their wisdom placed a fixed penalty ticket on the van.
the plumber sent a polite letter explaining the facts and has now received a letter stating that the appeal had failed.
When he phoned the company he was told that the enforcement officers do not make phone calls or ring door bells. Needless to say He, with my full support will fight this to the bitter end thru court.0 -
Please read the NEWBIES sticky thread. (See my signature). Then (and only IF you still need advice), start your OWN new thread.0

So is he bothering with an IAS appeal or is he going to leave it and await a real decision in court? Link Parking won a couple of spurious IAS decisions and an employee of theirs was sad enough to have nothing better to do than register here and gloat (even though the person wasn't going to pay them!). Tell him to stop ringing the scumbags, collect the letters and just come back and start a thread if he gets court papers, as we help with defences.PRIVATE 'PCN'? Went thru the IAS appeals and they dismissed it stating that the van driver(plumber) breached the contact and he should have parked off site. The nearest offsite parking is at least 400metres away and the plumber needed numerous tools.0
