[STRIKE]After visiting Llandudno [/STRIKE]retail park[STRIKE] the sign says 2hrs free parking, while doing the Xmas shopping hadn't realised
I went over almost an hour and have just had a parking charge notice from
parking eye for £85 or £50 for quick payment. Do I pay it ? How can I contest
it, I have receipts from the shops to prove I was shopping. I have read posts to
say don't pay it..... Please advise, thanks[/STRIKE]

I've taken your post and to help clarify it I've 'deleted' the unnecessary bits, leaving those bits that are relevant.

When you do this it's easier to see what's going on....

It's private parking so the answer is simple.

With respect, it is not always that simple. IGNORE is a valid tactic, but needs qualification. Sometimes, particularly with disabled parking, there are better routes. And sometimes POPLA appeals are the best way.

Equally, people are all different and whereas some can cope with the letter chain that follows an IGNORE, others can't and need to be doing something, such as POPLA. And, IGNORE is fine till a NORTHAMPTON letter arrives and that is ignored as well.

A number of well informed on here can tailor advice when relevant detail is in the post,so your striking out of the content on this and at least one other thread does get a point across, but isn't actually helpful.

In 99.999999999% of cases ignore works perfectly well.

    Where does 'ignore' not work???

If you take the trouble to read some recent threads, you will see a number of posts where they have ignored the Northampton notice and have lost the case by default. Also, more court papers are being issues, particularly by PE.

These PPCs make so many mistakes on procedure that going down POPLA is often a better route and it costs than £27.00 too.

The game has changed since 1st October 2012 & the POFA. Now that there is the "independent" appeals body POPLA a well crafted case presented to them will quash all the chain of debt collectors letters & nagging worry of court papers. Besides which it costs the PPC money & holds them up to scrutiny in a way that simply ignoring does not. If their parking charge

I am a firm believer in ignoring until genuine court papers turn up, then submit a defence and win. That's why I don't post much on here now, as I seem to be in a minority.

POPLA may cost the PPCs money but it also gives them the legitimacy that they crave. Victims will think "Oh, there's an independent body I can appeal to, these charges must be official".

I have had 3 since last Oct, [1 PE, 2 Apcoa], have not bothered with POPLA and am still waiting for a letter from Northampton.

Can parking eye actually take you to court?

They can if they want. Anyone can take anyone else to court. The difficult bit for them is convincing the judge that the victim actually owes them anything.

Of course, anyone can. Your neighbour could take you to Court, I could take you to Court.

So? Lodging a small claim is very rare and DOES NOT = winning a small claim!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Absolutely spot on.

That's the 0.0000001% of cases that ignoring doesn't work on....so in essence ignoring is the correct option [with the caveat that if GENUINE court papers turn up, you need to act].
