If you truly didn't damage the cable yourself then you have every right to expect a refund.
If your first initial contact at Argos doesn't bare fruit then put everything in writing to their head office, calmy explaining your next step is trying to gain local media coverage and also the beginning of a small claims action for your loss.0 -
If you just want the charger replacing as faulty, contact the manufacturer under the warranty.
If you want compensation, then you'll have to pursue a claim aganst Argos via the small claims process, and prove your case. But I'd be amazed if Argos won't settle, given the negative publicity this would attract.
Ask to speak to a senior manager at your branch.
If they still won't play ball, do a letter before action and copy Trading Standards in.No free lunch, and no free laptop

Argos have exchanged wife returned from original store all good.
Dog has no teeth as 16yo and sitting in wrong place at that time. But she is very alert.

if its faulty argos have to either replace, repair or refund thats the law .No the dog didn't chew. I unwrapped plugged in walked away to child 2 setting up their laptop who are shown how within their tech club at school. Do please don't judge people, I assumed people here were better then that. Moving on. As for cheap charger I've seen worse on expensive gadgets. I wasn't expecting bare wire exposed, sockets are in the floor and dog was laying under table with kids. But my question was Argos won't refund even if faulty as item is not in saleable condition ??? Their words. Do maybe I'll get answer to this question.

from initial post, sounds like the bare cable would be mains cable attached to PSU.
Very surprised a bare wire was not spotted upon opening, but it is possible it could have been an earlier return from another customer or one that fell through the safety control at manufacture, it is possible.Mansion TV. Avoid at all cost's :j0 -

You have been drip-feeding the information into the thread, therefore people have filled in the blanks.
I would suggest next time if you have a problem like this, you post a picture of the charger etc.
I came to the same idea within 20 secs of reading the post, laptop charger on the floor. Dog chewed through something etc.
