I've not been refused a test drive but some garages have been distinctly unwilling to do so which came across as they couldn't be bothered and preferred someone to just come in and buy the car. Needless to say I didn't buy from any of those garages.

I had a guy at one car yard give me his trade plates. And let me drive away with no proof of who i was.
Not sure if he wanted me to steal it.

I once bought a car from a place with just one guy present, the owner. When I wanted a test drive he said no problem and installed his 9-year-old son in the passenger seat. Luckily for the son I was neither a thief nor a friend of Jimmy Savile, but I did find it a little bizarre. The car turned out to be superb, I owned it for 10 years without any issues at all.
That's one way round the "accompanied test drives" clause on the trader's policy :rotfl:Yes it's overwhelming, but what else can we do?

Franchised Ford dealers (and probably other makes) are not all equal. I've had one trying to scam me with an advertised Ford Direct car which was a 'one of ours, so it's as good as... oh, and would you like an extended warranty..!, ie not Ford Direct), and one who let me test-drive 3 cars. No prizes for guessing who got the deal.0

I'm sure you really know the several reasons why you didn't get to play with the car.
You've said up front that you are going to look at a number of cars. Go dirty them up first, then come back.
Your not committed to any car as you haven't driven one of these and are attracted by price, not knowledge that this fits the bill. Your very remote from purchase.
You've went to a main dealer and not even thought of taking out a new version of the second hand one your looking at. The most obvious thing any real buyer would do to familiarise themselves what a tight, right one should be like.
As said before, with slim staffing, you'e not ticked many boxes, so why waste time on an "errer" mucking up a prepped car when theres shiney, new metal to shift?

To play devils advocate. In my experience (on private car sales) I find the line 'I have a few to see' as a positioning tactic and normally these buyers are simply trying the car out or want to offer a low price
Anyway, food for thought, the salesman may have only heard 'you have a few to see' and thought you were a time waster. Remember some people when buying use dealers to see if they like a marque/model before seriously looking and have no intention of buying a car. So personally I say I am interested in car xyz, and thats it.0
