I took a few photos of a van + trailer (it was carrying a modified Jag racing car) parked completely on the footpath a few weeks ago and emailed them to the West Mids Police's enquiry email and asked if it was illegally parked.It's illegal in That London (Rule 244) but as far as the rest of the UK is concerned it's anybody's guess.
The Highway code has a big list of places where it's illegal to park
The first one in the DO NOT list (rule 243) is near a school

The officer who replied told me it was illegally parked and was getting in touch with the owner/registered keeper about it.0
