So they finally rang up again, and I repeated word for word what coupon_mad had written down. They tried to speak over me, saying its not harassment, and that I can report them to the office of fair trading if I want, but I continued to say what I had to say and then hung up the phone. Fingers crossed that's everything now!0

Yep, hang up or tell them the debt is denied - and by the way - that you are reporting them to the BPA, DVLA and Trading Standards.
If TNC got your name/address and phone number then they have broken DVLA and BPA rules, seeing as T&S Parking Services are not BPA Approved Operators and could not have got the data themselves, not even by a paper application (non-AOS parking companies cannot).

Unless you gave the PPC your name and address (??), it seems TNC may have got it illegally (again), like it seems they did here (outcome in post #103):

Complain by email immediately to the DVLA's Data Protection Compliance Manager saying that you got a fake PCN from a non-AOS member and TNC are now harassing you on behalf of that non-AOS member, so you are wondering how TNC got your data because of course that would be a DPA breach.
Say that you know AOS members are not allowed to get data for Parking Charges issued by non-AOS members. You require an explanation of who obtained your data, on what date and how exactly the DVLA contend that applicant fulfilled the 'reasonable cause' requirement. Either a non-AOS member got the data, or an AOS member got it unlawfully on the first company's behalf. Whichever it was is a serious matter. Put them on notice that their reply will be referred to the Information Commissioner as a breach of Data Protection if the explanation is not satisafactory, and remind them that TNC have done this before with 'Car Parking and Select Services' as you have read evidence about this online.
Ask why are TNC still allowed to get DVLA data at all when they have an apparent pattern of getting data re PCNs issued by non-AOS members. How are TNC still on the AOS list anyway; say that you have also complained to the BPA - but it's far from just a BPA issue because the repeated DPA breach possibility is serious for the DVLA.

Also send a similar complaint email to the BPA as TNC are on thin ice, remember you are complaining about TNC (not the parking company) because TNC are an AOS member, for it seems, getting data again for a PCN issued by a non-AOS member:
