That was a good response and thanks for addressing my concerns, I have a couple of things that I want to clarify.
Can I pay monthly by DD but first of all see my bill for that particular month rather than BT just taking out an average?
I've heard that a further 25p a month can be saved by switching to paperless billing is this true and if so how can it be done? Incidentally are emails sent out monthly for DD payers who use the paperless billing system?

If you opt for whole bill monthly direct debit, you will get the bill sent to you showing your line rental, services and call charges for that month, then it will either state what day the money will be taken from your account or state so many days from the bill date (I forget which now, it's been almost 2 years since I ditched my landline).
You will need to stipulate you want whole bill monthly DD and not the monthly payment plan, they may try and say they only do quarterly DD or monthly payment plan, but they do indeed to monthly whole bill DD.
You can save £0.25 per month by going paperless, I would think they would at least email you to say the bill was ready to view, I know I used to get an eMail stating my bill was available, but I also used to receive a paper bill too, don't think the saving came in then, so I kept with the paper bill too.It's PAC not PAC Code, it's MAC not MAC Code, it's PIN not PIN Number, it's ATM not ATM Machine, it's LCD not LCD Display, it's DVD not DVD disc... I know what you mean but there is a difference, a discount is a discount and a charge is a charge.
If they had increased the discount to DD payers I would not have the issue.

Yes, people always prefer a discount than a surcharge. I have tried to get this point across to Virgin Media before the out cry of BT switching to a surcharge from a discount, but they weren't interested, they charge a £5 per month surcharge for not paying by DD.

Surely I can refuse on the grounds of having the freedom to choose how to make my payment? I am considering paying the bill minus the charge! Surely they cannot get away with this! Furthermore, the £4-50 charge is added prior to the VAT calculation - even more money! Anyone out there refused to pay the charge? Ms C0

I know it doesn't seem right, but for all these years you have blissfully being paying £3 extra per quarter for not paying by direct debit. Now that this charge is itemised and gone up slightly a lot more people are now complaining, why not complain all those years ago?
I've always paid by DD because of being lazy and because I was saving money.
I too however think the amount they are asking is disgusting.
