Ofcom do not say PAC has to be done at contract commencement, years ago circa 2007 I argued this with Vodafone then lodged complaint via Ofcom & Voda admitted they were wrong and dropped it as company procedure. Talk may still have the old rules up for PAC as Voda supply them.

A PAC can be used at anytime in or out, I'd call Ofcom and register a complaint against Talk & their network provider Voda.

Where do Ofcom say anything about PAC code acceptance rather than provision? I tried to find this, but they only say that networks must provide a PAC code and networks must effect transfers within a certain time.
  • Apparently Talkmobile can't change the number because they're a virtual provider and don't have the facilities to do it. Their advisor told me that the only way to fix is this: CPW will buy me out of the contract and re-sell me another one. The only problem is that CPW refuses to admit they did something wrong because it would cost them money (there's cca £400 left on the contract). So instead they say it's my fault because I didn't give them the PAC code when I bought the phone (even thought nobody asked me for it even though they knew I wasnted to transfer my number). I think I'll have to escalade to the Ombudsman/Oftcom.
Btw, the only reason I signed up with Talkmobile is because they offered the best deal. I wasn't looking for a specific network/phone, I just wanted the best phone for the best price. If I was going to buy Talkmobile contract specifically, I would look at their website before buying anything. One thing is for sure, I will never buy anything from CPW again!

There are many virtual networks running on Vodafone and Talkmobile is the only one with such odd (not to say stupid) restriction on porting numbers in.

iCardMobile, Asda mobile, Family mobile, Lebara, Ovivo, ....

Interestingly, it only seems to apply to their pay monthly phones.

If you do their PAYG you can port after you've purchased the PAYG sim....
  • Herongull - I was wondering the same thing. Surely, the process (facilities needed) is the same on PAYG as on contract... Really strange!
  • From Wikipedia:

Talkmobile is a mobile virtual network operator (MVNO) operating in the United Kingdom. The company is owned by The Carphone Warehouse (CPW) and runs on the Vodafone network.

So you'd think the Carphone bod would know?

As I said Voda tried to do this to me through a reseller circa 2007, I challenged it & Ofcom agreed there is not restriction on when I choose to port a number in, the rules govern how long a provider has to issue one not when a telco can ONLY accept a PAC. No rule says you cannot PAC in at any point - Voda changed rules for resellers of Voda, it seems CPW are sticking to the old line Voda used to - PAC in's from other telcos meant resellers were also denied full commission & why they were refused...that was also against the terms of PAC issued by Ofcom.

CPW seem to be stuck in the old Voda rules Ofcom said even Voda could not enforce on me.

A MVNO can PAC in a number anytime but as always CPW is in the dark days as usual, probably as they started before 2007...5 years later CPW have still not caught up

You have a complaint against Voda as the MVNO not CPW, Ofcom it.

No, you don't have anything against Voda as you deal with Talkmobile and it's Talkmobile that imposes this restriction.
  • Talktalk mobile do allow numbers to be ported across- just completed 3 days after new phone became live. Go to My Account on main talktalk website, login, choose mobile - left hand side of page choose transfer number. Put in your pac code, all is automatic, takes 2 days.

You have a complaint against the MVNO network provider for not allowing PAC usage, Talkmobile being run by CPW/Voda have not updated the situation between them, its Voda who own the software to allow PAC in's not Talkmobile, thus a complaint to Ofcom can be made against both parties. #

You will find it is the inept Talkmobile who have not updated the process of PAC in because Voda informed all resellers after I challenged Voda via Ofcom on the PAC in process PAC use did not have a STIPULATED time period in a mobile contract via the Ofcom issued guidelines.
