Car Parking Partnership - Civil Parking Notice

My husband has received a "Civil Parking Notice" when parked at the Manchester Royal Infirmary. He was parked within the hospital grounds whilst at work for an agency. There are no signs to say you cannot park there.
I have had a look at some other threads and gather as this is not a "Penalty" notice, the best thing to do is ignore the ticket?
I am just worried about them getting our details and sending letters/information to a debt collection agency.
Any advice would be much appreciated. Thanks.

Ignore it if issued by a private company, which 'Car Parking Partnership' are. They can't fine anyone legally.
The registered keeper can just ignore the 'ticket' and ignore the other letters that will arrive. The letters are easy to ignore and laugh at, when they arrive at the address of someone who knows it's all hogwash and not a real parking ticket at all.
Or you may decide to appeal the fake PCN and also appeal further, to POPLA. See this thread to understand that option, and make sure you take pictures that evidence the lack of signage:

The whole scam of fake PCNs relies firstly on people's ignorance of the fact that a random private company can't fine anyone, and secondly on their natural fear of parking tickets and the escalating costs/bailiff scenario. So PPCs copy the look of a real parking ticket and - hey presto! - the cash rolls in from victims who know no better.
There is no fine, no CCJ, no bailiff, no debt, no effect on credit rating, no Court, no repercussions from a pathetic, unenforceable fake PCN (= invoice) issued by a random third party. There was no contract formed between the driver and the PPC as there were no signs anyway and they don't own the land, have made no loss. These companies just issue speculative invoices desssed up to look like parking tickets, which they are NOT.
Yes they will send some junk mail, whether you appeal or not. So??
Tick off the threatening letters here.
Also be ready for the lies in the letters sent from PS&P, be forewarned by reading this thread which CharleneUK has just updated today - and be reassured these letters from PS&P are ONLY letters, ONLY hot air:

Watchdog clip with expert Solicitor's opinion here.
Recent 'Watchdog Daily' here (2 or 3 updates & info during the programme!).
Barrister's opinion - read the answer at the bottom, it's very clear! - here.
So I recommend from now on that (unless you want to try the appeal option first and then ignore later on if needed) you just play snap with the threatograms from debt collectors - choose to ignore and laugh at the scammer and their attempt to extort money. It's like deleting obvious phishing emails from your 'Bank'; it's a very similar con based on impersonation of authority.
DID I SAY DO NOT PAY?!!!!!!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

My wife who works at Manchester Royal Infirmary also got one of these CPN's from Car Parking Partnership on 07/11/12 for "staff permit holder parked in a visitors bay".
We had heard nothing until yesterday when we got the first letter from CPP telling us we had not paid and now have 28 days, blah, blah, blah etc, etc!
We have so far ignored everything and will continue to do so.
I expect another few letters in the coming weeks or months and will file them under "trash".
I must admit it will probably worry a lot of people but you just have to remain positive and ignore, ignore, ignore, that is what I am doing anyway.Competition Wins:
