You've expressed your frustration at his family just brushing it under the carpet - so take action yourself and report him. If he loses his license then, regardless of whether it makes him wake up or get worse, you have prevented a potential accident which could have far worse consequences.

Realistically you may have been in that car with him whilst over the limit before hand, without knowing it. That morning after a night on booze could mean he was/is still over the limit, and by drinking so much, his body adjusts to it. This does not make him sober enough to drive.

You can't force an alcoholic to stop. It doesn't matter whether you throw the sun, moon, or dead person/relative scenario at them. The only thing you can do is to protect others. Report his movements, anonymously, impress this is happening a lot, and you can feel a lot more relief at being proactive.

Whether he looses his licence or not is not down to you, if his family brush it under the carpet, not your issue. You are aware of this going on, so you need to do something about it, and the only option really available to you is reporting it. If you wish to have it out with him, and whatever response from the family that will bring, fair enough, but be prepared for him to be protected over an outsider to the blood-family.

You can stop your kid/kids getting in that car with him, whilst you're around, but in the middle of a family dinner how would you explain no means no when he offers to go run little johnny down to the local tescos? Life isn't worth it to create such situations.

Just report him, and be content that you may save someones life. Kind of dramatic yes, but as is the scenario of him taking out baby jane in a push chair 2 days before Christmas, yet that happens... You know he does it now, so Don't Risk It.
