But who's to say that a person doesn't do some research after an appeal is turned down ? Lets face it how many come here after they have contacted a ppc first with the appeal turned down?

The independent appeals service considers aspects of law. It will determine whether a motorist has complied with the terms and conditions of the contract or committed trespass and, if so, whether the enforcement action is fair and reasonable and who is liable for payment of any charges as a result. The Code of Practice will be a reference document for the independent appeals service and if the appeal identifies activities which do not comply with the Code of Practice they will be referred to the BPA for investigation in the normal way."

If you squeeze some lemon jiuce onto the paper underneath this, the invisible ink will activate to reveal the words "and they will be told they are very very naughty and they must not do it ever again"

But they won't determine whether the PPC has the right to form a contract with anyone. That will probably come under " not a valid reason to appeal"

It's ridiculous.

Even more so if they will not consider 'I am disabled and can legally use a disabled bay. The Blue Badge scheme has no meaning on private land. To pursue me for a charge is a disability breach'.

Can't wait to see some decisions TBH.

Well it's no wonder. According to the Daily Mail the poor people in POPLA are absolutely snowed under with an average of over 2.5 appeals a day.

According to the so called lawyer quoted in that article, the "trick" to beat a PPC is to send them ten quid! Where do they find these idiots?
